Staatsolie is soliciting interest from contractors who have the skills, competencies, experience, equipment and technical requirements to carry out fuel transport services.This is an Expression of Interest and not an Invitation to Bid. Interested contractors must provide evidence that they are qualified to perform the indicated services, such as similar assignments, experience in similar projects, availability of appropriate skills, expertise, equipment and technical requirements. Contractors who meet the general requirements and are interested in participating in the tendering process are invited to express their interest not later than 31 August 2025, at 15:30 hrs. Suriname time. Contractors can upload their Expression of Interest below. Contractors who are not registered with Staatsolie as suppliers will be contacted to go through the prequalification process.
The Requiered Service
The Service entails transporting our petroleum products (ultra-low sulphur diesel, gasoline and fuel oil) in a safe and efficient manner to all Staatsolie and GOw2 clients. Contractor shall furnish all labor, materials, equipment, and vehicles necessary to perform fuel transportation services for GOw2 and Staatsolie. The products are loaded at the following terminals of Staatsolie and GOw2:
- GOw2 Beekhuizen terminal, for loading of diesel and gasoline.
- Staatsolie Refinery, for loading diesel and fuel oil.
Scope of Services
- Annual delivery: 300,000-500,000 BBLS (±20%).
- Coverage: Coastal Suriname from Albina to Nickerie and up to 200 km inland.
• Technical requirements for all vehicles including trailer:

- Cargo tanks should be designed according to acceptable standards, like NFPA 385:2022.
- Provide quantity of trucks for operation.
- Overall vehicle appearance and visual condition is satisfactory.
- Have a functional GPS fitted with accessibility for GOw2 and Staatsolie.
- Have a WAM insurance in place.
- Have a top and bottom loading system installed.
- Have a flowmeter with centrifugal pump installed.
- Have at least 3 compartments to load product.
- Have a fall protection system in place on top of the tank wagon.
- Have hoses which are pressure tested annually.
- Have two ABC-powder fire extinguishers.
- Have a maintenance plan available and quarterly maintenance reporting.
- Have a spill kit consisting of at least four pig mats (15”x20”) and coils.
- Have dedicated compartments for Gasoline, Diesel & Fuel Oil.
- Preferable RTW’s with manufacture date from 2010 and above.
- Diesel engine RTW’s only.
- Trucks should be equipped with a spark arrestor (integrated or separated add-on).
• Health, Safety and Environmental requirements

- Compliance with all safety, environmental, and regulatory requirements for fuel transportation.
- Provision of appropriately maintained fuel tankers and trained drivers.
• For contractor employees (Drivers)

- Have a valid driver’s permit category C.
- Must have passed a Defensive Driver Training Program.
- Have a certificate of good conduct not older than 3 months.
- Participate in the annual Driver’s training and exam.
- Carry an identification badge.
- PPE required long sleeve vest with high visibility stripes, safety harness, hardhat, safety glasses, safety boots, petroleum product specific gloves, safety earplugs, and respirators.
- Shall participate in the GOw2 and Staatsolie driver safety meetings (twice per month) and at any time determined by GOw2 and Staatsolie with at least 5 workdays notice in advance.
- Have 2 years’ experience driving liquids.
- Have an annual checkup done by the doctor.
- Maximum of 8 hours work per driver per day.
- Have enough drivers at work.
- Avoid confrontations with customers during deliveries.
- A driver’s training matrix must be submitted.
