Staatsolie Maatschappij Suriname N.V. invites contractors who possess the skills,
competencies, experience, equipment, and technical requirements to perform the services
listed below. This is an Expression of Interest (EOI) and not an invitation to tender.
Interested contractors must provide evidence that they are qualified to perform the indicated
services, such as similar assignments, experience with comparable projects, and the
availability of appropriate skills, expertise, equipment, and technical requirements.
The purpose of this Expression of Interest is therefore to identify qualified contractors.
Contractors who meet the general requirements and are interested in participating in the
tendering process are invited to submit their Expression of Interest. Contractors who are not
registered as suppliers with Staatsolie will be contacted to undergo the pre-qualification
process.
The Expression of Interest must be submitted via the form below no later than
31 March 2026 at 3:30 PM Surinamese time.
BACKGROUND
Staatsolie delivers SO‑1500 to end customers through a contracted service provider.
SO‑1500 is a blended product consisting of Fuel Oil and Ultra Low Sulphur Diesel (ULSD),
blended to meet a viscosity specification of 80–90 cSt, in accordance with Staatsolie’s
instructions. Both Fuel Oil and ULSD are supplied by Staatsolie:
- ULSD is loaded at the GOw2 Energy Suriname N.V. Beekhuizen terminal
- Fuel Oil is loaded at the Staatsolie Refinery
Blending and storage take place at the contractor’s facility. The blended SO‑1500 product is
then distributed to Staatsolie customers, primarily within Paramaribo and Wanica.
The estimated annual volume to be delivered is approximately 1.4 million liters.
SCOPE of SERVICES
The services to be provided include, but are not limited to, the following:
1. Blending
Blending of Fuel Oil and ULSD in accordance with Staatsolie-defined blending ratios and
compliance with required viscosity specifications (80–90 cSt). Blending operations
conducted using suitable tanks and mixing systems.
2. Transport
- Loading of Fuel Oil at the Staatsolie Refinery terminal
- Loading of ULSD at the GOw2 Beekhuizen terminal
- Transportation of both products to the contractor’s blending facility.
3. Storage
Secure storage of Fuel Oil, ULSD, and blended SO‑1500 product. Storage facilities must
comply with all regulatory, safety, and environmental requirements.
4. Distribution
Timely and safe delivery of SO‑1500 to Staatsolie customers according to Staatsolie delivery
schedule. Distribution of fuel is primarily done within Paramaribo and Wanica.
TECHNICAL REQUIREMENTS
Interested contractors must be able to demonstrate the following:
- A blending tank with a fixed, permanently installed blending system and a minimum
capacity of 500 barrels.
- A diesel tank with a minimum storage capacity of 30,000 liters.
- Other required equipment to produce SO‑1500, including piping, pumps, a loading
station, and calibrated flow meters.
- Trucks must be equipped with registered flow meters that are calibrated at least
annually.
- Two trucks with a minimum delivery capacity of 10,000 liters per vehicle.
- Valid inspection certificates, calibration certificates, and maintenance records.
- Availability of firefighting equipment, spill kits, and containment systems.
- Valid liability insurance and cargo insurance.
HEALTH, SAFETY, ENVIRONMENT & QUALITY (HSEQ)
Contractor must:
- Comply with Staatsolie’s HSE policy.
- Implement and maintain an HSEQ management system aligned with ISO 45001
(Occupational Health and Safety) and ISO 14001 (Environmental Management)
standards.
- Allow periodic inspections and annual audits by Staatsolie.
- Ensure the availability of trained, medically fit, and certified drivers.
- Maintain emergency response, spill prevention, and incident reporting systems.
- Have a bund wall with a containment capacity of at least 110% of the volume of the
largest storage tank.
- Have Standard Operating Procedures (SOPs) in place for blending, loading, sampling,
tank changeovers, hot work, and pipeline isolation.
