Staatsolie Maatschappij Suriname N.V. is seeking suppliers who are qualified, competent, and experienced to deliver the services described below. This is an Expression of Interest and not an Invitation to Bid. 

 

Interested suppliers must demonstrate that they are qualified, including but not limited to experience with comparable assignments, appropriate skills, and relevant expertise. Suppliers who meet these general requirements and are interested in participating in the procurement process are invited to express their interest. 

 

The Expression of Interest, together with the company profile and an official company registration certificate, can be uploaded via the form below.

 

The Expression of Interest must be submitted no later than May 7,2026 at 15.30h (Suriname time). 

 

The evaluation of the submitted Expressions of Interest will result in a shortlist of potential bidders, who will subsequently receive a Request for Proposal (RFP).

  • Design, implement and operationalize a standardized enterprise Integration Platform based on MuleSoft. 
  • Install and configure MuleSoft runtime environments and required platform components. 
  • Develop APIs and integration flows in accordance with enterprise integration standards and API-led connectivity principles. 
  • Migrate existing point-to-point integrations to the platform, including security hardening and performance optimization. 
  • Implement monitoring, logging, alerting, and operational dashboards. 
  • Enable CI/CD and automated testing (unit, integration, and contract testing) with controlled promotion across environments. 
  • Deliver runbooks, deployment guides, and knowledge transfer to operations and engineering teams. 
  • Working approach: automation-first DevOps with security and governance by default. 
  • Outcome-Focused Evaluation: 
    Staatsolie applies an explicitly outcome-driven approach in the selection of suppliers and throughout the duration of the engagement. In addition to technical capability, suppliers will be assessed on their demonstrated ability to deliver sustainable operational outcomes, including but not limited to: 

- reduction of manual operational effort through automation and standardization; 

- improved reliability, observability, and governability of platforms; 

- acceleration of delivery without increasing operational complexity; and 

- effective knowledge transfer enabling internal teams to operate independently.

Staatsolie reserves the right to amend, cancel, or discontinue the procurement process. Any costs incurred in preparing and submitting an Expression of Interest will not be reimbursed.
